Dear Sir,

As Y.E. is aware the trial borings of the East River valley at Sheklung have made satisfactory progress and I have now completed an outline design for two large bridges near the town of Sheklung, we are therefore in a position to make arrangements for the steel work required and as a large quantity of steel work is necessary in the foundations of those bridges any delay incurred in the design and supply of such steel work must directly affect the progress of works and the time of completion of the Railway. Y.E. has already discussed with me and has agreed, so I believe, to the advisability of getting our steel work designed and ordered from England, and the possible arrangements that may be made with Messrs Sir J. Wolfe Barry and A.T. Barry, Consulting Engineers, have also been discussed.

From a general point of view I think it highly desirable and in accord with the interests of our Railway that an arrangement with the Consulting Engineers named should now be made with the least possible delay.

As already stated any delay in ordering our steel work for the large bridges will probably directly affect the date of completion and capital cost of the line by causing delay to completion and consequent loss of earnings by delay of opening to traffic. As Y.E. is aware the crossing of the East River valley by our Railway is no light undertaking.

Expert criticism of my outline design will be to our advantage. As to how far the opinion of the Consulting Engineers, if appointed, should be requested in other matters will be determined by Y.E. but I would take the liberty
